What Requires Owners Corporation Approval Under the 2025 Reforms?

As of 1 July 2025, new reforms in New South Wales have reshaped how owners corporations manage approvals, particularly for renovations, accessibility, and sustainability upgrades.

1. Automatic Approval for Minor Renovations

If the owners corporation doesn’t provide written reasons for refusing a minor renovation request within three months, it is automatically deemed approved—provided the rules allow the committee to decide.

2. Accessibility Infrastructure Approval Made Easier

Upgrades to improve accessibility—such as ramps, lifts, or mobility aids—now require only a simple majority vote. This makes it easier for communities to support inclusivity.

3. Sustainability Infrastructure Encouraged

Installations such as solar panels, EV charging stations, or other sustainable technologies cannot be prohibited on aesthetic grounds. Sustainability is now a standing item on meeting agendas, and future capital works plans must consider it.

4. Protections from Unfair Contract Terms

Contracts entered into or renewed after July 2025 cannot contain unfair terms, giving owners corporations stronger protections when engaging service providers.

5. Increased Accountability and Reporting

Strata managers must now report to the owners corporation every six months. Committee members also have new legal duties to act honestly, fairly, and in the best interests of the community.

6. Extended Repair Liability

Owners can now bring claims for underperformance in common property maintenance for up to six years, extending protection for residents.
