The Role of the Chairperson and Secretary in Your Committee 

Every strata committee relies on a small group of people who take on extra responsibility to help the community run smoothly. These roles are the Chairperson and Secretary, supported by Ordinary Committee Members. Understanding what each position involves makes it easier for owners to appreciate their work — and for new volunteers to step in with confidence. 

Chairperson: Leading and Guiding 

The Chairperson is the leader of the committee and the person who presides over both Committee and General Meetings. Their role is to ensure meetings are run fairly and efficiently, that everyone has an opportunity to speak, and that decisions follow proper process. 

They are also responsible for confirming the minutes of previous meetings, ruling motions “Out of Order” if they do not comply with legislation or rules, and ensuring the committee stays within its spending limits (where applicable). Importantly, the Chairperson sets the tone for respectful and constructive discussion, helping the committee work together even when opinions differ. 

Secretary: Communicating and Recording 

The Secretary is the committee’s key communicator and administrator. They are responsible for sending out meeting notices and agendas, inviting nominations for committee positions ahead of the AGM (where applicable), and preparing ballot papers. They also ensure that important records — such as the roll, the list of eligible voters, proxy forms, and voting papers — are available at meetings. 

The Secretary receives completed proxy and voting forms and often assists with keeping accurate minutes. While many of these tasks are supported by SSKB, the Secretary remains the official point of responsibility, making sure communication with owners is clear and records are well maintained. 

Ordinary Committee Members: Supporting the Team 

Ordinary Committee Members don’t carry the formal duties of the office bearers, but their role is still vital. They help enforce rules, arrange repairs when there is no Building Manager, and assist in implementing lawful decisions of the Owners Corporation. By sharing responsibility, they ensure the committee functions effectively for the benefit of all owners.

1. Support your office bearers 
The Chairperson, Secretary, and Treasurer carry extra responsibility. Offering assistance — whether through a sub-committee, admin help, or simply respecting their time — makes the committee stronger. 

2. Stay engaged 
Even if you’re not on the committee, reading agendas, updates, and financial reports helps you understand how decisions affect your investment. An engaged community makes better decisions together. 

3. Respect the process 
Strata works best when discussions are fair and outcomes are respected. Listening, keeping debate on-topic, and accepting the results of votes builds trust and reduces conflict. 

FAQs About Committee Roles 

Do office bearers get paid? 
Generally no — these are voluntary positions. Some schemes may provide small honorariums, but most rely on owners volunteering their time. 

What if no one volunteers? 
If roles aren’t filled, the committee may struggle to operate. A strata manager can take on some functions, but it’s always better when owners step up to share responsibility. 

Can office bearers be replaced mid-year? 
Yes. If a role becomes vacant, the committee can usually appoint someone to fill it until the next AGM.
