Renovating in a Strata Scheme: What you need to know 

Making upgrades to your apartment or unit within a Victorian strata (Owners Corporation) development is not as simple as renovating a standalone home. Because the property is part of a shared community with joint responsibility for common areas, strict procedures are in place to safeguard the building, fellow residents, and your investment. Whether you’re an owner planning improvements, a committee member assessing applications, or a building manager overseeing contractors, here’s what you should know. 

For Lot Owners: Before You Begin Any Renovation 

1. Know the Approval Categories 

Renovation works in strata properties are generally grouped into three types: 

  • Cosmetic Works: Internal updates like painting, replacing curtains, or fitting new lights. These usually don’t need formal approval. 
  • Minor Works: This includes installations such as air conditioning units, hard flooring, or kitchen remodels. Approval from the Owners Corporation (or its committee) is typically required in writing. 
  • Major Works: Any project involving structural changes or common property — like bathroom plumbing changes or moving walls — must be approved by the Owners Corporation.  

2. Check the Rules of Your Scheme 
Every Owners Corporation has a set of rules outlining how renovations should be managed. These rules will explain the approval process and may include conditions such as contractor requirements, working hours, and responsibility for any repairs if damage occurs. 

3. Submit a Comprehensive Request 
A well-prepared application speeds up the process. Make sure to include plans, scope of works, licences and insurance from contractors, and your proposed timeline. If the project affects common areas, further detail may be required. 

4. Notify Your Neighbours 
Renovation noise and activity can be inconvenient. Providing advance notice and working within reasonable hours shows respect for your neighbours and helps avoid complaints. 

For Committee Members: Assessing Renovation Applications 

1. Apply Rules Fairly 
Committee members must enforce the Owners Corporation rules consistently. If two owners submit similar requests, they should be treated equally — inconsistent decisions can lead to disputes. 

2. Safeguard the Property and Residents 
Ensure proposed renovations won’t affect structural integrity, waterproofing, essential services, or neighbouring lots. Always ask for proof of contractor qualifications and current insurance. 

3. Add Reasonable Conditions 
For more involved works, conditions may be applied to approval. These could include limiting work hours, protecting lifts and hallways, or holding owners accountable for any resulting damage. 

4. Keep Good Records 
Document all renovation approvals, correspondence, and conditions in writing. This creates clarity and helps protect the Owners Corporation if issues arise in future. 

For Building Managers and Caretakers: On-Site Oversight 

1. Supervise Site Access and Safety 
Ensure tradespeople follow agreed access routes, work only within authorised hours, and meet safety obligations. Keep common areas clean and free of debris, and report any damage immediately. 

2. Liaise with Owners and Trades 
Confirm that contractors have formal approval before starting. Assist with coordination of lift access, rubbish removal, and other logistical matters. 

3. Report Concerns Quickly 
If any unauthorised works are noticed, or if contractors breach site rules, alert the committee and strata manager as soon as possible. 

Renovating in a Victorian strata property is entirely possible — but it requires thoughtful planning, the correct permissions, and respect for the shared environment. Always review your Owners Corporation’s rules and speak with your strata manager before commencing any work.
