Change to Queensland Health Public Swimming Pool Approvals


It has been requested by Queensland Health that Local Governments manage the public health risks that are associated with public swimming pools under the Public Health Act.

As of 1 July 2019 a new annual approval fee for swimming pools will be applied based on the pool risk category (high, medium or low risk). The fee will reflect your local Council’s time and involvement by environmental health staff in managing initial approvals and ongoing inspections.  

The initial focus by Council will be on swimming pools at: 

  •  Resorts/motels/hotels 
  •  Backpackers 
  •  Aged care facilities 
  •  Swim schools 
  • Other ‘at risk’ swimming pools 

High Risk/High Usage

The proposed fees for high risk swimming/spa pools are $350 per annum.

Examples of high-risk pool and spa categories include:

  • Pools/Spas Pools that have 100+ users
  • Vulnerable person aquatic facilities such as those in swim schools, hospitals, hydrotherapy pool, nursing homes, water parks, council pools, gyms/sporting complexes
  • Heated pools that are more than 26 degrees.

Medium Risk/Medium Usage

The proposed fees for medium risk swimming/spa pools are $175 per annum.

Examples of medium risk pool and spa categories include:

  • Schools
  • Caravan Parks
  • Resorts
  • Residential complexes that consist of more than 50 units
  • Heater pools that are more than 26 degrees (except high risk pools)

Low Risk/Low Usage

The proposed fees for low risk swimming/spa pools are $116 per annum

Examples of low risk pool and spa categories include:

  • Infrequently used motels or residential complexes (with less than 50 units)
  • Heated pools that are more than 26 degrees (except high or medium risk pools)
